President Obama’s Refinancing Plan for Homeowners

This morning, in Falls Church Virginia, President Obama announced his Refinancing Plan for responsible homeowners. From the press conference, it was mentioned that homeowners can qualify for historically low interest rates while potentially saving homeowners $ 3,000 annually on their mortgage payment. The keyword is qualify and historically the government has not made it super easy for responsible homeowners to take advantage of programs.

The refinancing plan will not help anyone who’s decided that walking away from their home is the best option – it is unclear how being behind payments will affect qualification. With that said, if a homeowner has been adversely affected by job loss that this plan will be able to help those folks, that is my understanding anyways. According to the HuffingtonPost.com:

The plan would expand the administration’s Home Affordable Refinance Program, which allows borrowers with loans backed by government-affiliated mortgage giants Fannie Mae and Freddie Mac to refinance at lower rates. About 1 million homeowners have used it, well short of the 4 million to 5 million the Obama administration had expected. Moreover, many “underwater” borrowers – those who owe more than their homes are worth – couldn’t qualify.

The CFPB Director Richard Cordray’s Response to Administration Housing Announcement released on WhiteHouse.gov:

“The principles articulated by the Obama administration today are good guideposts for much-needed reforms in the mortgage market. The problems that plague consumers are well-documented. Too many consumers were steered into complicated mortgages that they did not understand and couldn’t afford. Too many families were forced into foreclosure because paperwork was lost, phone calls went unanswered, errors were not resolved, or documents were falsified.”

“To protect consumers, there must be clear rules of the road and real consequences for breaking them. The Consumer Bureau is already hard at work making the costs and risks of mortgages clear upfront through our Know Before You Owe project. The financial reform law also requires us to create new mortgage servicing rules that hold servicers accountable for disclosing fees and fixing problems. We are also working with other federal agencies to develop common-sense national servicing standards. But having rules in place isn’t enough. We are closely monitoring mortgage servicers to make sure that no one gains an unfair advantage by breaking the law. Taking these steps to fix the mortgage market is good for consumers, honest businesses, and our entire economy.”

Nursing Home Standards Law Enacted, But Does It Do Enough?

A new Ohio law sets standards for nursing homes to receive Medicare funding, but some have criticized the standards as not being rigorous enough.

February 01, 2012 /Hospitals PR News/ — A bill designed to improve the quality of nursing home care in Ohio was recently approved by the general assembly and signed by the governor. News reports indicate, however, that the improvements may not help residents of nursing homes, as they are “too easy to meet.”

The requirements will affect the amount of Medicaid reimbursement the homes receive. The bill sets up 23 accountability measures that the facilities are required to meet.

An article on Cincinnati.com quotes Ken Huff, a VP and CFO of a non-profit organization that operates nursing homes as saying, “They’ve set the bar so low that everybody’s going to get” the money. It’s unclear if it will do much to prevent nursing home accidents or improve resident conditions.

Accountability Measures

The accountability measures include such items as:
- “The facility offers at least fifty percent of its residents at least one of the following dining choices for at least one meal each day.” This is followed by five variations on how meals can be served, restaurant style, buffet style, family style, a two-hour window when residents can eat or a 24-hour period.
- At least 50 percent of the residents take a shower every day.
- That the facility records the residents’ care goals, including the residents’ advance care planning preferences, in their medical records.
- “Not more than the applicable percentage of the facility’s long-stay residents were physically restrained as reported during the minimum data set assessment process.”
- The facility has accessible resident bathrooms, with mirrors at the resident height.

One issue is that a nursing home or long-term care facility could meet all of these “accountability” criteria, but because some are so trivial, that fact would prove of little use to the potential resident when attempting to assess the quality of the facility.

The State Office of Health Transformation, created by Gov. Kasich to curb Medicare costs and improve quality, responded by say they wanted standards that 100 percent of the nursing home in Ohio could meet. Eric Poklar, a spokesman for the agency claimed that this would be used to create a “continual quality improvement program” within the state.

The question going forward will be whether the agency can both cut costs and improve quality in nursing homes and long-term care facilities.

How Soon After LASIK Can I Apply Makeup?

There are some restrictions following LASIK surgery that are in place to help minimize complications and enhance your surgical results.

For example, contact and watersports should be avoided, getting water directly in your eye should be avoided, and applying a towel or washcloth directly to your eyes should be avoided. Wearing makeup should also be avoided immediately following LASIK surgery. All of these things should be abstained from for different lengths of time. Your eye doctor will discuss when it is appropriate for you to engage in these activities again after your LASIK procedure.

Makeup After LASIK
Most doctors recommend that patients refrain from wearing any sort of makeup for at least three days following surgery. For eye makeup, this time is generally extended for two to three weeks. Reasons for this include:

- Eye makeup can end up in your eye which can cause infection
- An eye makeup applicator can poke your eye, causing infection or discomfort
- Fingers can transfer bacteria to the eye

For these reasons and more, most doctors will not only recommend eye makeup be avoided postoperatively, but also at least three days prior to surgery.
